Reduction in Forces

If all of these retired generals are so certain that we need more troops in Iraq, why are we currently drawing down (albeit in small numbers) why is the Baker Commission recommending a 50% (approximately 70,000 troops) reduction in forces?

I'm confused, do we need more or don't we? People often accused of preparing to fight the last war proclaim one course of action (based on supposed cries from their former subordinates, subordinates whose opinions were likely ignored by those same generals when they were still in uniform) and people who were just there--some who once wore uniforms but are much more skilled in both politics and diplomacy.

I'm still trying to figure this out--must be either above my paygrade or I'm too stupid to get the nuances.
