A bill gets run through the congress like crap through a goose, one that is a political time bomb, one that has media screaming "economic meltdown/crisis/catastrophe/depression/recession/we're all gonna die!!!!!!!11one!!eleventy!" and the politicians know voting for it based solely on its merits is the right thing to do.

But wait! Here's also an opportunity to add riders galore onto something that we must Act Now! and Get the Job Done! and show the American people that we are gonna Do Something! Pork! Pork! et your Porkbarrel projects here! Get your votes bought here! Add it because nobody's gonna read the whole thing, and we know it's going to get passed.
