You have to register first

I wonder if there are some people in Illinois who have a little extra motivation to make sure their voter registration is current.
To register to vote in Illinois, you must register 28 days prior to each election. Illinois must use and accept Federal Form, and also uses a state form.

I can only hope that those of us who don't live in Matt Burden's district have men or women of his caliber to support in the next election as well.
